I need to gain clients for my web-design firm. Do you have any suggestions. I pay people $25-$100 every time they get me a client.

Try with re-design proposals. look around, choose some website in a need of re design, make a brief proposal to the company with an outline on what you can do to make their site more usable, secure, dynamic,attractive and etc. Be ready with your projects portfolio.
Also, elance.com is on line marketplace for people/companies who search free lance professional web design (and other services in that matter). However, i think that the first option is more viable cause you do the offer to your potential clients and avoid competing with he thousands other free lance designers.

If you pay 25-100 each referral, what happens if the client’s budget is small? You might end up losing money. Try the freelance web deisgn sites. You list your skills and clients find you through them. Some sites are free and some are not.
